Further, you're also talking about a rather limited number of people doing a set amount of testing, versus literally thousands of players all doing weird shit at the same time, resulting in more bugs being found. I think the reality is that the budget one could pour into bug testing has some sort of a limit. I don't think this is the actual intention. However, they also know that they can release the game and have the players actually pay them to test it. It costs a significant amount of money to hire testers and fix the bugs we're having now.
